Does it actually glow in the dark?
Answer
No. You’ll need to expose it to black light to have it fluoresce (it’s UV reactive). It won’t hold a “glow” like actual glow-in-the-dark stars.

How do you use fluorescent colors?
Like on top of base color like green in this case and does it need to be like a gloss green?
